E. Hamakua Community Development Plan <br /> Relative to the CDP, Section 15.1 of the County General Plan called <br /> for the development and eventual County Council adoption of <br /> Community Development Plans. The General Plan states that the <br /> CDP "will translate the broad General Plan statements to specific <br /> actions as they apply to specific geographical areas." The General <br /> Plan also notes that should the CDP require a General Plan <br /> amendment, it could be considered concurrent with the adoption of the <br /> CDP. However, "If there is a direct conflict between the Community <br /> Development Plan and the General Plan, the General Plan shall be <br /> controlling." <br /> Pursuant to the above, the Hamakua CDP ("HCDP") was developed <br /> and adopted by the Hawaii County Council on August 8, 2018. It <br /> became effective on August 22, 2018 as Ordinance No. 18 78. <br /> From a land use perspective, one of the more critical <br /> recommendations or policy of the HCDP was the retention of the <br /> subject site's existing "Low and/or Medium Density Urban" <br /> designations on the General Plan LUPAG map. (Figure 7).
