TRAFFIC ASSESSMENT REPORT <br /> FOR THE PROPOSED <br /> HONOKKA PLANTATION COTTAGES <br /> HONOKA'A, HAWAII ISLAND <br /> TAX MAP KEYS: (3) 4-5-010:131 & 136 AND (3) 4-5-024:010 <br /> Introduction <br /> A. Project Description <br /> Honoka'a Plantation Cottages, LLC is planning the development of 80 single-family <br /> detached dwelling units on its properties in Honoka'a, Hawaii Island. The property is <br /> identified as Tax Map Keys: (3)4-5-010:131 & 136, and(3)4-5-024:010. The 35.113-acre <br /> project site is located on the makai (north)side of Mamalahoa Highway,between Pakalana <br /> Street and Plumeria Street. Site access is planned along Lehua Street. Figure 1 depicts <br /> the project location and vicinity map. <br /> Honoka'a Plantation Cottages will consist of a total of 80 lots, each containing one (1) <br /> single-family detached housing unit. The Honoka'a Plantation Cottages project is expected <br /> to be fully built-out and occupied by the Year 2024. <br /> B. Purpose and Scope of the Study <br /> The purpose of this Traffic Assessment Report (TAR) is to analyze the traffic impacts <br /> resulting from the development of the proposed Honoka'a Plantation Cottages. The scope <br /> of the TAR includes the following: <br /> 1. A description of the Honoka'a Plantation Cottages. <br /> 2. An evaluation of existing roadways and traffic conditions. <br /> 3. The analysis of the future traffic conditions without the proposed project. <br /> 4. The development of the trip generation characteristics of the proposed project. <br /> 5. The assignment of the site-generated trips onto the roadway network. <br /> 6. The identification and analysis of the traffic impacts resulting from the development of <br /> the proposed project. <br /> 7. The recommendations of roadway improvements, as necessary, which would mitigate <br /> the traffic impacts identified in this study. <br />
