Year 2024 AM Peak Hour Traffic Without Project <br /> Pakalana Street and Mauna Loa Street are expected to continue to operate at LOS "C" <br /> and LOS "B" at Mamalahoa Highway, respectively, during the Year 2024 AM peak hour <br /> of traffic without the proposed project.The left-turn movement from eastbound Mamalahoa <br /> Highway onto Pakalana Street is also expected to continue to operate at LOS "A". <br /> • <br /> Lehua Street is expected to operate at LOS "B". The Year 2024 AM peak hour traffic <br /> volumes without the proposed project are depicted on Figure 4. <br /> C. Year 2024 PM Peak Hour Traffic Without Project <br /> During the Year 2024 PM peak hour of traffic without the proposed project, the <br /> intersections in the study area are expected to continue to operate at the same Levels of <br /> • Service as during the existing PM peak hour of traffic. Figure 5 depicts the Year 2024 PM <br /> peak hour volumes without the proposed project. <br /> IV. Traffic Impact Analysis <br /> A. Trip Generation Characteristics <br /> The trip generation characteristics for the proposed Honoka'a Plantation Cottages were <br /> based upon the ITE trip rates for an 80-unit single-family detached housing project. The <br /> ITE trip generation characteristics for the proposed project are summarized in Table 2. <br /> Table 2.
