REQUEST: <br /> An ordinance amending Ordinance 2 -64, as amended, The Capital Budget, by adding appropriations: <br /> Papa`aloa Gym & Park Improvements $5,000,000 <br /> Papa'aloa Gym - State $5,O00,000 <br /> State Grants Receivable $5,000,000 <br /> B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED): <br /> On July 7, 2022, HB1600 HD1 SD2 CD1 was signed into law as Act 248, Supplemental Appropriations Act of <br /> 2022, amending.Act 88, Session Laws of Hawaii 2021 . Act 248 appropriated State funds for the plans, <br /> design and construction for a new Papa°aloa gym. The use of State funds is contingent on the County of <br /> Hawaii providing matching funds on a 1:1 basis. <br /> In a recent construction project focused on architectural barrier removal associated with the County's ADA <br /> Transition Plan obligations, it was discovered that the existing plantation-era wooden gymnasium was <br /> thoroughly infested with termites which, coupled with significantly aged and deteriorated building <br /> components, rendered the building unsalvageable. Further, investigations into the resources necessary to <br /> repair/restore the gym as well as upgrade it to meet current building, electrical, plubming and other codes, <br /> the decision was made to raze the structure. It was an unexpected outcome for the departement and the <br /> community in that the intent of the project was to enhance the gym for continued use. The Hamakua <br /> communities of Papa`aloa, Laupahoehoe, `0'6kala and Ninole are dependent on the recreational programs <br /> and pubilc uses that this gym was capable of hosting and spearheaded efforts to pursue state and county <br /> funding to restore and enhance recreational facilities for the area. <br /> SIGNED: ,: DATE: <br /> D partment Head <br />
