COUNTY OF c �.° e¢ STATE OF HAWAIII �>E°os.wP:ti SOLUTION NO. 557 22 A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL SOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO NORTH KOHALA COMMUNITY RESOURCE CENTER. WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance Fund")to preserve the land,promote public safety, and maintain a healthy stewardship; and WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the Maintenance Fund may be used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid funding for stewardship projects; and WHEREAS, North Kohala Community Resource Center is a 501(c)3 nonprofit organization whose mission is to increase the number of successful community projects that benefit North Kohala through education, training, and bridges to funding, and it has currently supported over 75 community projects; and WHEREAS, Kohala Lihikai is under the umbrella of North Kohala Community Resource Center and has submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the Kaiholena,North Kohala property identified as tax map keys (3) 5-8-001:011, 019, 020, 021, 022, 024, and 025; and WHEREAS, during its September 13, 2021, meeting, and pursuant to Section 2-217 of the Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources Preservation Commission forwarded a positive recommendation for this project to the Director of Parks and Recreation; and WHEREAS, the project at Kaiholena,North Kohala,proposed by North Kohala Community Resource Center and Kohala Lihikai, is one of the Maintenance Fund stewardship grant applications that the Director of Parks and Recreation evaluated in Communication No. 844, which was submitted to the Council for its consideration on June 3, 2022; and WHEREAS, in Communication No. 844,the Director of Parks and Recreation's recommendation is that North Kohala Community Resource Center will be able to complete its project in accordance with the project description submitted and in strict adherence to the conditions governing the Maintenance Fund; and WHEREAS, awarding a stewardship grant to North Kohala Community Resource Center and Kohala Lihikai will allow it to: (1) conduct community-based, supplemental archaeological work to develop a preservation plan for Kaiholena, (2) install interpretive signs to
