COUNTY OF c �.° e¢ STATE OF HAWAIII <br /> �>E°os.wP:ti <br /> SOLUTION NO. 557 22 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL <br /> SOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> NORTH KOHALA COMMUNITY RESOURCE CENTER. <br /> WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance <br /> Fund")to preserve the land,promote public safety, and maintain a healthy stewardship; and <br /> WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the <br /> Maintenance Fund may be used for a stewardship grant program, which allows 501(c)3 nonprofit <br /> organizations to apply for grant-in-aid funding for stewardship projects; and <br /> WHEREAS, North Kohala Community Resource Center is a 501(c)3 nonprofit <br /> organization whose mission is to increase the number of successful community projects that <br /> benefit North Kohala through education, training, and bridges to funding, and it has currently <br /> supported over 75 community projects; and <br /> WHEREAS, Kohala Lihikai is under the umbrella of North Kohala Community <br /> Resource Center and has submitted a Maintenance Fund stewardship grant application to <br /> continue providing land stewardship and cultural education for the Kaiholena,North Kohala <br /> property identified as tax map keys (3) 5-8-001:011, 019, 020, 021, 022, 024, and 025; and <br /> WHEREAS, during its September 13, 2021, meeting, and pursuant to Section 2-217 of <br /> the Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and <br /> Natural Resources Preservation Commission forwarded a positive recommendation for this <br /> project to the Director of Parks and Recreation; and <br /> WHEREAS, the project at Kaiholena,North Kohala,proposed by North Kohala <br /> Community Resource Center and Kohala Lihikai, is one of the Maintenance Fund stewardship <br /> grant applications that the Director of Parks and Recreation evaluated in Communication No. 844, <br /> which was submitted to the Council for its consideration on June 3, 2022; and <br /> WHEREAS, in Communication No. 844,the Director of Parks and Recreation's <br /> recommendation is that North Kohala Community Resource Center will be able to complete its <br /> project in accordance with the project description submitted and in strict adherence to the <br /> conditions governing the Maintenance Fund; and <br /> WHEREAS, awarding a stewardship grant to North Kohala Community Resource <br /> Center and Kohala Lihikai will allow it to: (1) conduct community-based, supplemental <br /> archaeological work to develop a preservation plan for Kaiholena, (2) install interpretive signs to <br />
