REQUEST: <br /> An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Pollution <br /> Control Revolving Fund Loan for Wastewater improvement project and authorizing the issuance of <br /> $17,000,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following <br /> projects: <br /> Hilo WW TP Upgrades - Design $17,000,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED <br /> The Hilo Wastewater Treatment Plant (WV TP) serves portions of the Hilo community. The WWl-P <br /> was initially designed for an average wastewater flow of five (5) million gallons per day (MGD) and a <br /> peak flow of thirteen (13) MGD. The final phase of the Hilo WWTP was completed in 1994 and minor <br /> improvements have been made to the facility since completion of the final phase, A recent condition <br /> assessment and master plan recommended multiple capital improvements to restore the plant to its <br /> original capacity. The treatment plant is at the end of its service life, operating below its initial design <br /> capacity, and requires an increased amount of maintenance. The following repair scope is identified <br /> below: <br /> -Replacement of the existing headworks building and equipment; and <br /> -Replacement of the existing septage receiving station and equipment; and <br /> -Rehabilitation of the trickling filter treatment structure and equipment; and <br /> -Rehabilitation of the primary and secondary treatment structures and equipment; and <br /> -Replacement of the solids dewatering building and equipment; and <br /> -Construction of support buildings for staff, equipment storage, and maintenance/repair facilities. <br /> This request will provide funding for the design of this project and allow us to take advantage of the lower <br /> interest rates provided by the State Revolving Fund Loan Program, <br /> SIGNED: 4DATE: <br /> Depa ent Head <br />
