The missio,n statement of the County of Hawaii Downtown Hilo <br /> Business Improvement District No. 2 is as follows: <br /> The County of Hawaii Downtown Hilo Business Irnprovement District No. 2 ("District") is <br /> dedicated to enhancing the quality of life in Downtown Hilo as a central gathering place <br /> for the community, by providing businesses, residents, visitors and employees of <br /> Downtown Hilo with a safe, clean and enjoyable environment in which to live, work and <br /> play.
