REQUEST: µ 2 µ To request a bill to appropriate $2-;-1-98;440 in FTA Section 5311 Formula Grants for Rural Areas Program funding to cover transit operational costs and five positions to support the Mass Transit Agency and $1,861,345 in FTA Section 5339 Bus and Bus Facilities funding to purchase replacement transit buses that are battery electric. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The County was successful in receiving FTA Section 5311 funds to cover transit operational costs and five positions supporting the Mass Transit Agency and FTA Section 5339 funds to cover the purchase of battery electric buses. The Formula Grants for Rural Areas Program (49. U.S.C. 5311) provides capital, planning, and operating assistance to states and federally recognized Indian tribes to support public transportation in rural areas with populations less than 50,000, where many residents often rely on public transit to reach their destinations. The funds received were from formula applications submitted in 2021 to HDOT. The Grants for Buses and Bus Facilities program (49 U.S.C. 5339) makes Federal resources available to HDOT whom in turn pass-through the funding to the County to be able to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities including technological changes or innovations to modify low or no emission vehicles or facilities. Funding is provided through formula allocations and competitive grants. A sub-program provides competitive grants for bus and bus facility projects that support low and zero-emission vehicles.
