3 I COUNTY OF Ic ,;° ;, STATE OF c �rE°OF•N�'Ji 3 i RESOLUTION NO. 600 22 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAII TO ASSIST WITH EXPENSES FOR A MAKAHIKI EVENT TO BE HELD AT THE UNIVERSITY OF HAWAII AT HILO. WHEREAS, Vibrant Hawaii is a 501(c)(3)nonprofit organization that brings community-based organizations, government, foundations, and businesses together to build awareness and implement strategies that are developed and resourced by the community; and WHEREAS, Makahiki is marked by the rise of the constellation Makali`i (Pleiades) in early November in which land districts traditionally aspired to produce and share their harvest in recognition of Hawai`i's abundance, deep connections to place, and investment in social cohesion; and WHEREAS, Vibrant Hawaii aims to restore the ancestral practices of Makahiki, in today's modern context, to include year-end reflection, celebration, resource inventory, data analysis, forecasting, and strategic planning at various venues throughout Hawaii Island; and WHEREAS, Vibrant Hawaii will hold a Makahiki event at the University of Hawaii at Hilo in December 2022; and WHEREAS, Vibrant Hawaii is requesting funds to assist with expenses for event supplies (signs/banners, office supplies, printing, etc.), safety and sanitation supplies and equipment, youth training workshops, awards for youth showcases, emergency preparation kits, and special event insurance; and WHEREAS, the Department of Parks and Recreation provides and facilitates a wide variety of services to meet the needs of the community while maintaining the cultural uniqueness of our rich heritage, diversity, and the aloha spirit; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 2 will be appropriated to the Department of Parks and Recreation to provide a grant to Vibrant Hawaii to assist with expenses for a Makahiki event at the University of Hawaii at Hilo in December 2022.
