REPORT OFT E <br /> COMMITTEE ON FINANCE <br /> DATE: October 18, 2022 Re: Comm.No. 10381Bill No. 223 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 1:04 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance,to which was referred Bill No. 223,reports as follows: <br /> Bill No. 223, transmitted by Finance Director Deanna S. Sako via Communication No. 1038 dated <br /> September 30, 2022, amends Ordinance No. 22-64, as amended, relating to public improvements and <br /> financing thereof for the fiscal year July 1, 2022 to June 30, 2023. <br /> This bill adds the Environmental Management Hilo Waste Water Treatment Plant UpgradesāState <br /> Revolving Funds project($17 million)to the Capital Budget. Funds for these projects shall be provided <br /> from State Revolving Funds ($17 million), and would be used for improvements to the wastewater <br /> treatment plant in Hilo. <br /> Environmental Management Business Manager Robin Bauman appeared via Zoom to provide a <br /> summary of the measure. <br /> Committee Member Susan L. K. Lee Loy spoke in support of the resolution, and asked Ms. Bauman to <br /> further explain the State Revolving Fund and its advantages. Ms. Bauman described the fund's low <br /> interest loans. Ms. Sako stated thai the Finance Department tries to utilize the State Revolving Fund <br /> whenever possible. <br /> Committee Members Rebecca Villegas and Herbert"Tim"Richards III provided comments in support. <br /> Committee Member Ashley L. Kierkiewicz expressed reservations to support the measure without <br /> a copy of the project's master plan and requested that it be provided. Ms. Sako requested <br /> Ms. Kierkiewicz's support to move this measure forward.
