No. 1032 PLACE: Council Chambers Kailua-Kona, Hawaii TIME: 9:02 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Governmental Operations, Relations, and Economic Development,to which was referred Communication No. 1032, reports as follows: Transmitted by Mayor Mitchell D. Roth, via Communication No. 1032, dated September 26, 2022, submitting for the Council's review and confirmation the appointment of Rabbi Rachel Short to the Board of Ethics. Ms. Pomaika`i Bartolome, Executive Assistant to Mayor Roth, introduced Rabbi Rachel Short, a 10-year resident of Hawaii and a holistic healer. Rabbi Rachel has a Bachelor of Arts degree in Interpersonal Communications and Human Relations and has been an active community volunteer serving as a board member for the Hawaii Island United Way, the Interfaith Community, Kilauea Hui, Red Cross Spiritual Care, and Hadassah Lifetime. Rabbi Rachel was present and said she was grateful for the opportunity to serve and will strive to interpret issues in an ethical manner based on the County Code. Council Member Kierkiewicz thanked Rabbi Rachel for stepping up and stated that she has worked with her previously and knows she will operate with honesty and integrity. Council Member Kaneali`i-Kleinfelder also stated his support for the appointment of Rabbi Rachel to the Board of Ethics and said her energy and mindset would be a good addition to the board and her attention to equity would be appreciated. Committee Chair Kimball concluded the item. The final vote on Rabbi Rachel's appointment will be on November 2, 2022. If confirmed, Rabbi Rachel Short will serve a term to end December 31, 2025.
