No. 1079/Resolution No. 599-22 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 3:00 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Resolution No. 599-22, reports as follows: <br /> Resolution No. 599-22, transmitted by Housing Administrator Susan Kunz, via Communication <br /> No. 1079, dated October 13, 2022, authorizes the exemption of certain code requirements, <br /> pursuant to Section 201H-38 of the Hawaii Revised Statutes, for the Ho`omalu Affordable <br /> Housing Project in Waikoloa, Hawaii, covered by Tax Map Key: 6-9-008:032. The property area <br /> is 25.38 acres. Resolution No. 599-22 was introduced by Chair Ashley Kierkiewicz, by request. <br /> Stanford Carr Development requests exemptions from the following Construction and Zoning <br /> Code requirements: Exempts the density cap set forth in Section 25-5-31 of the Zoning Code to <br /> allow the applicant to downzone the property from RM-6 to RM-3.5 to develop 229 affordable <br /> housing units; and exempts the applicable plan review and building permit fees set forth in <br /> Chapter 5, Construction Code. <br /> Stanford Carr, Stanford Carr Development; Kanani Anton, Cultural Outreach Specialist; <br /> Sidney Fuke, Planning Consultant; John Plunkett and Scott Head, Waikoloa Land Company; <br /> Anne Bouslog, Project Director with PBR Hawaii & Associates, Inc.; Cary Boeddeker, Founder <br /> and President of the Waikoloa Foundation were all present before Your Committee in the Hilo <br /> Chambers. <br /> Housing Administrator, Susan Kunz, explained that OHCD (Office of Housing and Community <br /> Development) gives its support to this project, which is a 100 percent affordable housing project <br /> at no more than 100 percent AMI (Average Median Income). She noted that currently they are <br /> only mandated to build 142, but this exemption will allow 220 units to be built, and to waive <br /> planning and permitting fees. <br /> Mr. Carr presented an in-depth slideshow of the project, included as Communication No. 1079.2, <br /> which included an overview of the project layout, landscaping and open space, affordable <br /> housing components, and community outreach initiatives. <br /> Chair Kierkiewicz explained that this is a 201H application, and there is a timing component to <br /> this matter. <br /> Committee Member Tim Richards thanked Mr. Carr for his comprehensive overview and asked <br /> how many kids would be accommodated by the daycare. Mr. Carr responded that there will be <br /> four daycare centers that can hold 25 kids each. Mr. Richards commended the affordability rates <br /> PC Report No.: 83 <br />
