The County of Hawaii Downtown Hilo Business Improvement District No. 2 shall <br /> work in partnership with government to develop and implement programs that <br /> promote the overall vitality of Downtown Hilo and the Island of Hawaii. <br /> 2 DISTRICT BOUNDARIES <br /> The District boundaries are defined by the map attached as Exhibit A. The District has been <br /> divided into three zones. The purpose of the zones is to provide the flexibility to vary the level <br /> of services, improvements, and corresponding assessment by zone.
