Form #: B-52 <br /> 7/18/91 <br /> DEPARTMENT OF FINANCE <br /> REQUEST FOR COUNCIL ACTION <br /> DEPARMENT: Research and Development DATE: December 13, 2022 <br /> 6s---os <br /> STAFF CONTACT: Frecia Cevallos PHONE: 961-865' <br /> A REQUEST: <br /> A Resolution is requested authorizing the County (via the Research and Development) to <br /> enter into a contract with the Edith Kanakaole Foundation in the amount of$100,000.00 to <br /> support the Kukulu ka Pahukapu Program. The purpose of this program is to provide: a) <br /> research and documentation of place based, indigenous data science; b) facilitation of <br /> communication and collaboration among culture practitioners, communities and <br /> government officials; and c) to establish agreements that guide planning processes. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Background: <br /> The Edith Kanakaole Foundation has been conducting indigenous data science research and <br /> cultural education/training workshops for over 20 years. It developed the Kukulu ka Pahukapu <br /> program to provide data and information of sacred sites, the space for community and county <br /> collaboration, and facilitation of community and government communication and collaboration <br /> to guide future planning processes. <br /> Justification: <br /> The Kukulu ka Pahukapu program advances the department's Tourism Program goals of <br /> Responsible Tourism and Pono-Based Communication. The program also meets the <br /> department objective of engaging residents who have place-based knowledge and experience <br /> to develop appropriate strategies and products to brand and share the cultural and historical <br /> sites. The program will implement an indigenous methodology and theory framework to <br /> maximize the foundational knowledge to help communities and government work <br /> harmoniously with, and make ethical decisions for, Hawaii Island communities and natural <br /> environment. <br /> SIGNED: .
