REPORT OF THE POLICY <br /> COMMITTEE EALT , <br /> SAFETY, AND WELL-BEING <br /> DATE: January 5, 2023 Re: Comm.No. 1087/13ill No. 241 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 10:52 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Policy Committee on Health, Safety, and Well-being,to which was referred Bill No. 241, <br /> reports as follows: <br /> Bill No. 241, transmitted by Director of Parks and Recreation Maurice C. Messina via <br /> Communication No. 1087, dated October 10, 2022, amends Chapter 15,Article 4, Section 15-39, <br /> of the Hawaii County Code 1983 (2016 Edition, as amended), Relating to Camping and Trailer <br /> Areas. <br /> This measure clarifies provisions for the parking of recreational vehicles and camper units at <br /> County beach parks. <br /> Director Messina and Deputy Director Michelle Hiraishi were available in the Hilo Chambers for <br /> questions. <br /> Director Messina stated that due to more recreational vehicles and camping units now in use at <br /> our beach parks, additional requirements are necessary. They have set up marked areas at both <br /> Spencer Beach Park and Whittington Beach Park to provide adequate parking for those types of <br /> vehicles. Council Chair Heather Kimball requested that"camping/camper units"be defined. <br /> Committee Member Holeka Inaba requested that consistency be used regarding "camping units <br /> vs. camper units". Committee Member Michelle Galimba requested that a Hawaiian name be <br /> used for Whittington Beach Park.
