No. 1088/13ill No. 242 <br /> PLACE: Council Chambers <br /> Hilo, Hawai'i <br /> TIME: 10:52 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Policy Committee on Health, Safety, and Well-being, to which was referred Bill No. 242, <br /> reports as follows: <br /> Bill No. 242, transmitted by Director of Parks and Recreation Maurice C. Messina via <br /> Communication No. 1088, dated October 10, 2022, amends Chapter 15, Article 8, <br /> Section 15-68.1, of the Hawai'i County Code 1983 (2016 Edition, as amended), Relating to <br /> the Parks and Recreational Facility Schedule. <br /> This measure adds and removes parks and cemeteries, consolidates certain parks under a single <br /> park, adds geographical categories of park locations, and adds tax map key parcel identifiers. <br /> Director Messina, Deputy Director Michelle Hiraishi, and Corporation Counsel Judge Elizabeth <br /> Strance were available in the Hilo Chambers for questions. <br /> Director Messina said that Bill 242 has been in the works for a long time to create clarity and <br /> will help with enforcement, as well as internally will allow them to create their general park <br /> maintenance plan. Committee Member Sue Lee Loy thanked Peter Sur for his help in drafting <br /> this bill. Committee Member Holeka Inaba requested consistency on the Hawaiian naming <br /> regarding Whittington Beach Park and that it be applied in the next draft. Director Messina said <br /> he would go back to staff for further clarification. Committee Member Ashley Kierkiewicz <br /> mentioned a small change to include "District" in William `Billy" Kenoi Park. <br /> Council Chair Heather Kimball mentioned she would love to see a GIS (Geographic Information <br /> System) mapping format or other data points available for future use for the public and Council <br /> Members as asset management tools. Director Messina said that those are priorities for their <br /> Department to work on in the future. <br /> County Clerk Jon Henricks mentioned that the title was erroneously listed with the same title as <br /> the prior Bill 240 on the agenda even though the description of Bill 242 was accurate. <br /> Corporation Counsel Judge Elizabeth Strance stated that there was enough information contained <br /> within the agenda that it can be considered more of a technical rather than substantive error and <br /> it would be acceptable to proceed with the vote. <br /> PCHSW Report No.4 <br />
