'71 23 <br /> A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI-YEAR <br /> HOUSING ASSISTANCE PAYMENT CONTRACT (AGREEMENT) WITH THE <br /> PROPERTY OWNERS OF THE PROJECTS SELECTED FOR THE SECTION 8 <br /> PROJECT-BASED VOUCHER PROGRAM (PBV PROGRAM) AS OFFERED <br /> THROUGH A PUBLIC NOTICE DATED JULY 12, 19, AND 26, 2021. <br /> WHEREAS, Section 10-11 of the County Charter requires that any contract, <br /> lease or other obligation requiring payment of funds from the appropriations of a later <br /> fiscal year or of more than one fiscal year, be approved by resolution; and <br /> WHEREAS, under the Project-Based Voucher Program, the Office of Housing <br /> and Community Development (OHCD) will attach a Section 8 Housing Assistance <br /> Payment Contract (Agreement) to an existing structure or newly constructed or <br /> rehabilitated housing; and <br /> WHEREAS, the purpose of the Section 8 Project-Based Voucher Program is <br /> to encourage property owners to make available rental housing units to low-income <br /> families that are not within the current housing fair market rents; and <br /> WHEREAS, the OHCD published a Public Notice in the local newspapers <br /> informing property owners that the OHCD was accepting proposals for the Section 8 <br /> Project Based Voucher Program; and <br /> WHEREAS, the OHCD, through the Request For Proposal (RFP) process has <br /> selected proposed projects: E Komo Mai Apartments (9 vouchers), Hale Ola 0 <br /> Mohouli (18 vouchers), Hualalai Court (28 vouchers), Kamakoa Nui Workforce <br /> Housing (30 vouchers), and Kuakini Heights (20 Vouchers); and <br /> WHEREAS, the County of Hawaii wishes to enter into a multi-year agreement <br /> with property owners or property managers of the selected by the OHCD utilizing the <br /> Section 8 Project Based Voucher Program's evaluation process; and <br /> WHEREAS, the OHCD is requesting authorization for the Mayor to enter into a <br /> multi-year agreement with property owners or property managers of the selected <br /> Project-Based Voucher projects; now, therefore, <br />
