REQUEST: <br /> Pursuant to Hawaii Revised Statute Section 46-7, a Resolution authorizing the Mayor to enter into a Vendor <br /> Agreement with the State of Hawai'i Department of Human Services (DHS) for the Low-Income Home Water <br /> Assistance Program (LIHWAP). <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Department of Environmental Management would like to enter into a vendor agreement with DHS to allow <br /> DHS to pay benefits to LIHWAP eligible applicants through direct credits into their wastewater account. <br /> LIHWAP funding is part of emergency supplemental appropriations from the Consolidated Appropriations Act of <br /> 2021 and the American Rescue Plan Act of 2021.
