REQUEST: <br /> An Ordinance amending Ordinance 22-125, which authorized the Mayor to enter into an intergovernmental <br /> agreement for a State Water Pollution Control Revolving Fund Loan for Wastewater improvement project <br /> and authorizing the issuance of$17,000,000 General Obligation Bonds of the County of Hawai'i, by <br /> separating the original project (Hilo WWTP Upgrades— Design) into two phases and naming the phases as <br /> follows: <br /> Hilo WWTP Upgrades Dcaign 000,000 <br /> Hilo WWTP Rehabilitation and Replacement Project Phase 1 $7,000,000 <br /> Hilo WWTP Rehabilitation and Replacement Project Phase 2 $10,000,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Ordinance 22-125 authorized the Mayor to enter into an intergovernmental agreement for a State Water <br /> Pollution Control Revolving Fund Loan and authorized the issuance of$17,000,000 General Obligation Bonds <br /> for the Hilo WWTP.Upgrades — Design project. State Department of Health has identified Phase 1 and Phase <br /> 2 as separate projects within the State Water Pollution Control Revolving Fund loan program, and will address <br /> each phase under separate loan aggrements, Both phases of the project are currently in design. <br /> The initial design contract was executed to prepare plans and construction specifications for phase 1 of the <br /> project which includes upgrades (rehabilitation and replacement) to the existing headworks, anaerobic sludge <br /> digestion facilities, and associated auxiliary and support buildings in the Hilo Wastewater Treatment Plant. <br /> Subsequently, a supplemental agreement was executed to initiate design for phase 2 of the project which <br /> includes upgrades of the existing primary sedimentation tanks, existing secondary treatment facilities, plant- <br /> wide electrical and instrumentation improvements, and construction of a new solids handling facility. Because <br /> of the quantity, size and prioritization based on risk and consequences, both the design and construction of the <br /> upgrades will be managed and implemented in two phases. Therefore, the original upgrade design project is <br /> being separated into two phases each with a defined scope of work. <br /> The Hilo WVVTP has reached the end of its service life as the amount of required maintenance has increased <br /> during recent years. It is expected that the completion of the upgrades will decrease the demand on staff time <br /> to maintain the facility. <br /> The State Department of Health is set to issue commitment letters for funding through the State Water <br /> Pollution Control Revolving Fund Loan for Wastewater Improvement to Phase 1 and Phase 2 of the project. <br /> SIGNED: &IQ',M .
