REQUEST: <br /> • The Department of Public Works Building Division (DPW-BLDG) is requesting a resolution to create a new <br /> Information Systems Analyst IV full-time position. <br /> To expedite the availability of this position, we are requesting to waive the Finance Committee meeting and <br /> be placed on the March 22, 2023,Council meeting agenda. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> In July 2021, the Building Division converted to the online EPIC permitting system. EPIC requires constant <br /> technical assistance and technology support to troubleshoot hardware, software, and connectivity issues. <br /> EPIC also requires DPW-BLDG to build/edit new case types as needed, set up users, build/update workflows <br /> and user interface, program automation, monitor data capacity, design/build queries and reports and <br /> test/verify updates. <br /> Currently, the overall functioning of EPIC relies upon the one Program Manager. Reliance on only one <br /> employee for the entire EPIC operation puts the Building Division in an extremely vulnerable position. Having <br /> the Information Systems Analyst IV(ISA IV)would create operational redundancy to ensure there is always <br /> someone here to manage the system and verify that it is running properly. This is extremely important <br /> especially since the system provider, Tyler Group, and third-party provider, Parks Group, are not readily <br /> available to assist the Department at any given moment. <br /> In addition to providing backup support for EPIC, the ISA IV would provide technical support for the Building <br /> division staff in-office computers and also iPads used by our inspectors in the field. This position will ensure <br /> that our tools are working properly so that we can maintain continuous operations. Instead of feeling limited <br /> by technology, we want to ensure our processes run efficiently. More IT support will enable DPW to fix and <br /> prevent glitches and reduce unnecessary interruptions, which will get us closer us to reaching our goal of a <br /> streamlined permitting process. <br /> Finally, the ISA IV will provide user training to current and new employees to ensure that we are using the <br /> system to the best of our capabilities. <br /> SIGNED; '' / DATE: <br /> MAR 0 2 2023 <br /> Department Head <br />
