REPORT OF THE <br /> LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br /> DATE: March 7, 2023 Re: Comm. No. 122/Res. No. 60-23 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 60-23, <br /> reports as follows: <br /> Resolution No. 60-23, transmitted by Council Member Susan L. K. Lee Loy, via Communication No. 122 <br /> dated February 8, 2023, authorizes the Director of Finance to enter into negotiations for the acquisition <br /> of Tax Map Keys: 2-1-018:006, 007, and 010 situated in the District of South Hilo, also known as <br /> Kaumaui, utilizing the Public Access, Open Space, and Natural Resources Preservation Fund. <br /> The County seeks to acquire approximately 3.02 acres of land to protect natural resources and buffer <br /> zones, and preserve, restore, and revitalize freshwater and anchialine ponds. The parcels are listed as <br /> number two for purchase in the 2021 Annual Report of the Public Access, Open Space, and Natural <br /> Resources Preservation Commission. <br /> Council Member Susan L. K. Lee Loy explained that the resolution is the first of its kind in Hilo and <br /> that Keaukaha has had a great need for its beach parks, especially after the lava flow that took place in <br /> Puna. <br /> Finance Property Manager Hamana Ventura briefly explained the process of acquiring conservation <br /> easements. He further stated that this would be the first conservation easement in East Hawai`i. <br /> Council Member Susan L. K. Lee Loy introduced an amendment, Communication No. 122.2, to clarify <br /> that this resolution would authorize the Finance Director to enter into negotiations for the acquisition of <br /> a conservation easement.
