REPORT OF THE <br /> LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br /> DATE: March 7, 2023 Re: Comm. No. 123/Res.No. 61-23 <br /> • PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 61-23, <br /> reports as follows: <br /> Resolution No. 61-23, transmitted by Finance Director Deanna S. Sako,via Communication No. 123 <br /> dated February 16, 2023, authorizes the Office of Housing and Community Development to award funds <br /> to various nonprofit organizations for programs addressing housing and homelessness. <br /> This measure proposes 16 grant awards to 13 different nonprofit organizations for a total of <br /> $7,583,528.92 in funding that was derived from Tier Two property tax revenues. <br /> Housing Administrator Susan Kunz and Division Manager Sharon Hirota were present in the Council <br /> Chambers to answer questions. <br /> Several Council Members voiced their concerns and made inquiries. Ms. Hirota explained the Request <br /> for Proposals selection process for nonprofit organizations that would receive funds for programs <br /> addressing housing and homelessness. Ms. Hirota stated that there were 13 organizations with 16 <br /> projects that would receive funding, and noted eight organizations did not get funding. <br /> Council Member Rebecca Villegas stated her extreme concern that certain organizations were not <br /> getting funding, and added her dismay that HOPE Services would be receiving 37 percent of the <br /> funding.
