REQUEST: <br /> A resolution amending resolution 388-22 and authorizing the County to enter into a supplemental <br /> agreement(supplemental agreement#2)with the University of Hawaii at Hilo (c.009478), to increase <br /> funding for an additional $247,500 for Kuleana Health, to provide quality assurance services and program <br /> evaluation, to continue to subcontract and work with Hawaii Health Information Exchange (HHIE). <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> In 2021, the U.S. Department of Health and Human Services awarded the County $3,000,000.00 to <br /> implement a Health Literacy program called "Kuleana Health"to advance COVID-19 and general health <br /> literacy efforts by reaching out to minority and underserved populations on Hawaii Island. The University of <br /> Hawaii at Hilo (UHH) was selected via a sole source in 2021 for the first year ($99,981 for Jul 2021 —Jun <br /> 2022) and was once again selected via a sole source in 2022 for the final year(additional $99,981 for Jul <br /> 2022—Jun 2023) to continue to be the project evaluation lead and to work with their contractor Hawaii <br /> Health Information Exchange (HHIE). UHH currently contracts HHIE for$113,018 ($56,509 x 2 yrs) on this <br /> grant. UHH requests an additional $247,500 to further advance their existing work with HHIE ($225,000) and <br /> to compensate the increase of UHH indirect costs (10% of$225,000 = $22,500) due to this enhancement. <br /> This enhancement will increase UHH total budget to $447,462 ($199,962 for 1st and 2nd year+ additional <br /> $247,500). <br /> SIGNED: DATE: 0310912023 <br /> D ment ead <br />
