P <br /> ............. <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 114 23 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE <br /> FUTURE TO ASSIST WITH EXPENSES RELATED TO THE RESTORATION OF THE <br /> BOND MEMORIAL PUBLIC LIBRARY IN NORTH KOHALA. <br /> WHEREAS, in November 2014,the Bond Memorial Public Library was named one of <br /> the top 10 most endangered historic places in Hawai`i by the Historic Hawai`i Foundation, <br /> signifying its historic, cultural, and social value to the community of North Kohala, which it has <br /> served since its opening as a public library in 1928; and <br /> WHEREAS,the Bond Memorial Public Library has been vacant since 2010 when the <br /> State opened a newly constructed public library in North Kohala; and <br /> WHEREAS, Friends of the Future, a 501(c)(3) nonprofit organization, is working in <br /> partnership with the organizers of the Bond Memorial Library Restoration Project to rehabilitate <br /> the building into a safe and useable facility where future generations of North Kohala residents <br /> may continue to learn about the rich heritage of their community; and <br /> WHEREAS, Friends of the Future is requesting funding assistance to help purchase the <br /> necessary signage for the Bond Memorial Public Library; and <br /> WHEREAS, the Department of Liquor Control supports this project as it is in keeping <br /> with the goals and objectives of the department to support public programs that promote <br /> educational activities in a drug- and alcohol-free environment; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 9 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Friends of the Future to assist with expenses related to the <br /> restoration of the Bond Memorial Public Library in North Kohala. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
