No. 215/Res. No. 119-23 <br />Your Committee on Finance, to which was referred Resolution No. 119-23, reports as follows: <br />Resolution No. 119-23, transmitted by Finance Director Deanna Sako, via Communication No. 215 <br />dated March 30, 2023, authorizes the payment of funds of a later fiscal year and of more than one fiscal <br />year for a multi-year lease of one Super Duty 4x4 truck with utility cabinets including auto crane for the <br />Department of Environmental Management. <br />This resolution authorizes the Mayor to enter into a five-year lease agreement with an <br />approximate monthly cost of $7,000 to be used by the Construction Equipment Mechanic to <br />perform repairs and maintenance on heavy equipment for the Solid Waste Division. <br />Committee Member Holeka Goro Inaba asked for clarification on the total cost of the vehicle as it <br />appears to be more than the purchase price. Finance Director Deanna Sako replied that the price reflects <br />the fact that this is a lease rather than a purchase. <br />Committee Member Cindy Evans noted that Environmental Management Director Ramzi Mansour <br />has appeared before the Council requesting funds to replace their department's vehicles and asked <br />Mr. Mansour if this lease was for replacing one of those vehicles. Mr. Mansour replied that this vehicle <br />would be a first of its kind as, in the past, the department has used other vehicles for the mechanics to <br />use. <br />Committee Chair Matt Kaneali`i-Kleinfelder acknowledged that this department has a similar resolution <br />on the agenda for another vehicle and wondered what the difference was between the two vehicles, to <br />which Mr. Mansour briefly explained the differences. <br />Pursuant to Section 10-11 of the County Charter requires that any contract, lease or other obligation <br />requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year <br />be approved by resolution. <br />FC Report No.: 45 <br />
