No. 179-23 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 4:47 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution <br /> No. 179-23, reports as follows: <br /> Resolution No. 179-23, transmitted by Deanna S. Sako, via Communication No. 294 dated <br /> April 28, 2023, authorizes the Director of Finance to negotiate a sixty-five year lease with the <br /> Housing and Land Enterprise of Hawaii County, dba: Hale O Hawaii for the purposes of <br /> development and construction of a single-family home on Tax Map Key 2-4-024:157 for a pilot <br /> community land trust program at a set lease amount of$10.00 per year. <br /> This resolution would provide a partnership to finance, construct, and sell an affordable home on <br /> state lands, subject to affordability restrictions, to an eligible purchaser for affordable housing and <br /> shelter purposes. <br /> Assistant Housing Administrator Harry Yada and Deputy Corporation Counsel Diane Mellon- <br /> Lacey were available to answer questions about the lease and pilot program, and Mr. Yada <br /> explained that this property was given via executive order from the State of Hawaii. <br /> Several Council Members stated that they want to move this forward and want to hear more about <br /> this from Hale O Hawaii at the next hearing. <br /> Pursuant to Section 2-120(a)(2) of the Hawaii County Code, the council may,by resolution <br /> approved by a majority of its members, direct the finance director to negotiate the disposition of <br /> real property by leasing it to governments, governmental agencies, nonprofit organizations, or <br /> affordable housing developers at such rentals and on such terms and conditions as deemed proper. <br /> LAAO Report No. 19 <br />
