REPORT OF THE COMMITTEE ON GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS DATE: July 5, 2023 PLACE: Council Chambers Hilo, Hawaii TIME: 9:30 a.m. Council Chair and Members Hawaii County Council Hilo, Hawai `i 96720 Re: Comm. No. 335 Your Committee- on Governmental Operations and External Affairs, to which was referred Communication No. 335, reports as follows: Communication No. 335, transmitted by Mayor Mitchell D. Roth, dated June 15, 2023, requests the Council's review and confirmation of the nomination of Trey Livingston to the Leeward Planning Commission. Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to introduce Mr. Livingston, who was also present in the Hilo Chambers. After a period of questioning by several members of the committee, Member Holeka G. Inaba expressed his lack of confidence in some of the responses provided by Mr. Livingston, Member Rebecca Villegas expressed her preference for Mr. Livingston to serve on the Kona Community Development Action committee, and Member Matt Kaneali`i-Kleinfelder expressed his opposition to the appointment of Mr. Livingston in deference to the views of the members whose districts lie within the jurisdiction of the Leeward Planning Commission. Other members spoke in favor of the appointment. Pursuant to Article 6, Chapter 7, Section 6-7.4(c) of the Hawaii County Charter, members of Leeward Planning Commission shall be appointed by the Mayor and confirmed of the Council.
