No. 199-23 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:30 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Governmental Operations and External Affairs, to which was referred <br /> Resolution No. 199-23, reports as follows: <br /> Resolution 199-23, transmitted via Communication No. 339 dated June 22, 2023, and introduced <br /> by Council Member Susan L. K. Lee Loy, urges Governor Josh Green, M.D., to issue an <br /> emergency proclamation to provide relief for damages, losses, and suffering and to protect the <br /> health, safely, and welfare of the people affected by the hazardous conditions at the property <br /> formerly known as Uncle Billy's Hilo Bay Hotel. <br /> This resolution seeks to expedite the removal of blighted structures that pose a risk to the <br /> community based on numerous fires, squatters, illegal activity, and security issues that were <br /> reported since its closure in 2017. <br /> Member Lee Loy introduced Dawn Chang, Chair of the Board of Land and Natural Resources, <br /> who attended via videoconference.
