No. 211-23 PLACE: Council Chambers Hilo, Hawaii TIME: 10:30 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 211-23, reports as follows: Resolution No. 211-23, transmitted by Finance Director Deanna Sako, via Communication No. 381 dated July 14, 2023, authorizes the Mayor to enter into an agreement with the State of Hawaii Department of Land and Natural Resources. This resolution allows for the receipt of$350,000 in federally-derived funds, which would be used to develop a Priority Climate Action Plan and a Comprehensive Climate Action Plan in coordination with the State Climate Change Mitigation and Adaptation Commission. Research and Development Director Douglass Adams and Economic Development Specialist Jake Sykes appeared before the committee to provide a detailed overview of this measure. Committee Member Rebecca Villegas congratulated and thanked Mr. Adams and Mr. Sykes on their work towards a positive change. Committee Member Cindy Evans asked Mr. Sykes to expand on the community-driven engagement component of this action plan. Mr. Sykes replied that they will reach out to each committee member to gauge their district's priority. Committee Member Ashley L. Kierkiewicz commented in support that this was a"proud mama moment" for her as Mr. Sykes worked for Ms. Kierkiewicz as her Legislative Aide earlier this year. Ms. Kierkiewicz praised Mr. Sykes and the department for a job well done and thanked Mr. Adams for supporting his team. Multiple Committee Members commented in support of this measure. Pursuant to Section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and related documents with the State of Hawaii Department of Land and Natural Resources for purposes as described above.
