REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: August 15, 2023 Re: Comm.No. 390/Res.No. 219-23 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 1:08 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Resolution No. 219-23, reports as follows: <br /> Resolution No. 219-23,transmitted by Finance Director Deanna S. Sako, via Communication No. 390 <br /> dated July 28, 2023, authorizes the Mayor to enter into an agreement with the State of Hawai`i <br /> Department of Health,pursuant to Hawai`i Revised Statutes 46-7, for a grant to the Hawai`i County <br /> Research and Development Department. <br /> This resolution allows for the receipt of$49,942, which would be used to identify partnerships, <br /> project funding, and other available resources to establish and implement a Food Access Plan. <br /> Committee Member Ashley L. Kierkiewicz asked Finance Director Deanna Sako to provide more <br /> background on this measure. Ms. Sako noticed that Food Systems Specialist Sarah Freeman was <br /> attending via Zoom and recommended that she provide the overview. Ms. Kierkiewicz asked <br /> Ms. Freeman to explain the term"food access" as it relates to this measure. Ms. Freeman defined <br /> that term by reading from a deposition.
