County Reports: <br />i. County of Hawaii <br />Treasurer Alternate CM Kagiwada: Passed the final budget, over a third of CIP budget to <br />upgrade the wastewater plant. Operating budget: new animal control agency funded, and new <br />office of sustainability and climate resiliency. Highlights of continued founding, $11M for <br />homelessness, $9M for housing production. <br />ii. County of Kauai <br />President Carvalho: Mayor signed the budget. Approved bill 2898 relating to sale and use of <br />pepper spray. Heavy discussion on real property taxes, and all the different classifications. <br />Having a full day workshop to go into each area of real property tax. <br />iii. County of Maui <br />VP Tamara Paltin: Passed the budget, put $28M on emergency fund,overfunded the post <br />employment obligations, first installment to managed retreat fund of $12M, affordable housing <br />got approx $40M. Trying to move projects from bond to cash. Conservative on the TAT numbers <br />at $60M. Legislation, passed a bill regulating air guns and replica guns. Might want to look at <br />the state level to prevent felons from buying replica guns. East Maui water authority just selected <br />the majority of 7 members, waiting on Hawaiian Homes meeting to get their recommendation. <br />Only Maui county has not enacted the TAT surcharge, having a public listening meeting followed <br />by a committee meeting. To implement a tax surcharge. <br />iv. City and County of Honolulu <br />Secretary Tommy Waters: Passed budget, gave back a one tax credit of $350 to each taxpayer <br />Huge increase in property values, so tried to give back. looking at increasing low income tax <br />credit. going to raise to $80,000 increasing homeowners exemption. Created a historic <br />preservation commission similar to SHIP on county level. Each county had it except HNL. <br />Opening of the rail, Skyline, took 22 minutes from Aloha Stadium out to Kapolei and back. In <br />two years, the next leg from the stadium to the airport will open. <br />
