.60Jr�y- ........... <br /> COUNTY OF HAWAII � _ `+ STATE OF HAWAI`I <br /> fit!OFM►'i, . <br /> RESOLUTION NO. 248 23 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST THE <br /> BIG ISLAND INVASIVE SPECIES COMMITTEE WITH EXPENSES TO CONTROL <br /> THE YELLOW HIMALAYAN RASPBERRY IN UPPER PUNA. <br /> WHEREAS, the Big Island Resource Conservation and Development Council <br /> (BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist people of the Big <br /> Island in achieving sustainable development while caring for and appreciating their natural <br /> environment to ensure broadened economic opportunities, enriched communities, and better <br /> lives; and <br /> WHEREAS,Rubus ellipticus (Rosaceae family), commonly known as yellow <br /> Himalayan raspberry, is on the Hawai`i State Noxious Weed List and is an extremely invasive <br /> species from South Asia with sharp thorns and the ability to grow into impenetrable thickets that <br /> threaten native flora and species, such as the Rubus hawaiensis, commonly known as Hawaiian <br /> raspberry or `akala; and <br /> WHEREAS, BIRCDC will partner with the Big Island Invasive Species Committee <br /> (BIISC) to support its efforts to control the yellow Himalayan raspberry in upper Puna; and <br /> WHEREAS, BIRCDC is requesting funds to provide BIISC with equipment and supplies <br /> to control and prevent further spread of the yellow Himalayan raspberry found in large sections <br /> of upper Puna; and <br /> WHEREAS, the Department of Research and Development supports initiatives to <br /> identify and maximize the use of affordable and environmentally appropriate control of invasive <br /> species; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 5 will be appropriated to the Department of <br /> Research and Development to provide a grant to BIRCDC to assist BIISC with expenses to <br /> control the yellow Himalayan raspberry in upper Puna. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
