J+`Y} F H <br />COUNTY OF HAWAII :t STATE OF HAWAII <br />Tt oF•H► <br />RESOLUTION NO. 289 23 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br />RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH <br />EXPENSES RELATED TO THE 2023 HAWAII ISLAND VETERANS DAY PARADE. <br />WHEREAS, the Big Island Resource Conservation and Development Council <br />(BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural; and natural <br />environment of Hawaii Island through sponsorship of festivals, programs, and special events <br />unique to this island; and <br />WHEREAS, BIRCDC is working in partnership with the Hawaii Island Veterans Day <br />Parade Committee to honor all veterans in Hawaii County by assisting with the coordination of <br />the 2023 Hawaii Island Veterans Day Parade, which will be held in Downtown Hilo on <br />November 4, 2023; and <br />WHEREAS, BIRCDC is requesting funding assistance to help defray costs related to the <br />parade including, but not limited to, special -duty police officers, permits, rental of a sound <br />system or other related equipment, tents, and materials; and <br />WHEREAS, the Department of Liquor Control supports this event as it is in keeping <br />with the goals and objectives of the department to support public programs and events that are <br />drug- and alcohol -free; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 6 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Big Island Resource Conservation and Development <br />Council to assist with expenses related to the 2023 Hawaii Island Veterans Day Parade. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
