JtV 0 N, COUNTY OF HAWAII _• STATE OF HAWAII ,9 OF•NF' RESOLUTION NO. 297 23 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII JAPANESE CENTER FOR THE JAPANESE COMMUNITY ASSOCIATION OF HAWAI`I'S 2023 BUNKA NO HI PROGRAM. WHEREAS, the Hawaii Japanese Center is a 501(c)(3) nonprofit organization that serves as a cultural, research, and educational center for the community; and WHEREAS, the Hawaii Japanese Center is working in partnership with the Japanese Community Association of Hawaii (JCAH) to coordinate the JCAH 2023 Bunka No Hi, a biennial program celebrating Japanese culture in Hawaii that will be held on November 18, 2023; and WHEREAS, the JCAH 2023 Bunka No Hi program is open to the general public, highlighted by an Omikoshi parade, and will include activities such as calligraphy, tea ceremony, origami, bonsai, food booths, martial arts, .and other cultural demonstrations; and WHEREAS, the Hawaii Japanese Center is requesting funds to cover expenses for the repair of the Omikoshi (shrine) for the parade, sound equipment, entertainment fees, and other supplies and materials related to the JCAH 2023 Bunka No Hi program; and WHEREAS, the Department of Liquor Control supports organizations and programs that provide drug-free and alcohol -free events for the community; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 1 will be appropriated to the Department of Liquor Control to provide a grant to the Hawaii Japanese Center for the Japanese Community Association of Hawai`i's 2023 Bunka No Hi program. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
