P. Should any of the conditions not be met or substantially complied with in a timely <br />fashion, the Deputy Planning Director may initiate rezoning of the area to its <br />original or more appropriate designation. <br />SECTION 3. Severability. If any provision of this ordinance, or the application thereof <br />to any person or circumstance, is held invalid, the invalidity does not affect other provisions or <br />applications of the ordinance which can be given effect without the invalid provision or <br />application, and to this end the provisions of this ordinance are severable. <br />SECTION 4.
