REPORT OF THE <br />LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br />DATE: October 3, 2023 Re: Comm. No. 460/Res. No. 263-23 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 2:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution <br />No. 263-23, reports as follows: <br />Resolution No. 263-23, transmitted by Council Member Heather L. Kimball, via Communication <br />No. 460 dated September 13, 2023, authorizes the Director of Finance to enter into negotiations for <br />the acquisition of all or a portion of the property identified as Tax Map Key: 2-8-008:100, situated <br />in the `Ili of Pepe`ekeo, Ahupua`a of Makahanaloa, District of Hilo, utilizing .the Public Access, <br />Open Space, and Natural Resources Preservation Fund. <br />The County seeks to acquire approximately 38.25 acres of land to protect cultural and natural <br />resources and freshwater springs and streams, preserve and plant native coastal plants, revive <br />agricultural lands as agroforest, facilitate managed public access for fishing and gathering sites, and <br />enable community-based management and stewardship. The parcel is listed as priority number <br />eight in the 2021 Annual Report of the Public Access, Open Space, and Natural Resources <br />Preservation Commission. <br />Council Member Heather L. Kimball briefly shared that this area is a truly magical place with a <br />tremendous amount of history.
