-(V OF 14 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 2.3 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAII FOR THE HILO DOWNTOWN IMPROVEMENT ASSOCIATION'S ZERO WASTE HALLOWEEN FESTIVAL. WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit organization with a mission to minimize waste and promote recycling and resource awareness through education, programs, and services on Hawaii Island; and WHEREAS, Recycle Hawaii is collaborating with the Hilo Downtown Improvement Association to increase awareness of waste reduction in conjunction with community festivals and other public events; and WHEREAS, the Hilo Downtown Improvement Association is hosting a Zero Waste Halloween Festival, which is a free, family -friendly, community event that will be held October 26-29, 2023, at Kaldkaua Park; and WHEREAS, Recycle Hawaii is requesting funding assistance to help cover necessary expenses for the four-day festival including, but not limited to, educational flyers, recycling collection bins, and pumpkins for families to carve and take home; and WHEREAS, the Department of Parks and Recreation supports this event as it is in keeping with the goals and objectives of the department to provide a diversified recreation program that addresses the needs and interest of the respective communities in a safe environment; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 2 will be appropriated to the Department of Parks and Recreation to provide a grant to Recycle Hawaii for the Hilo Downtown Improvement Association's Zero Waste Halloween Festival. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
