COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 331 23 RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT TO AWARD FUNDS TO VARIOUS ORGANIZATIONS FOR PROGRAMS ADDRESSING AFFORDABLE HOUSING WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code (2016 Edition as amended) states, Grant awards in excess of $25,000 to nonprofit organizations shall specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall be used in an ordinance or resolution; and WHEREAS, Chapter 2, Article 25, Section 2-136(5) of the Hawaii County Code states, "nonprofit organization" means an organization organized for other than profit-making purposes and which has a current 501(c)3 tax -exemption from the Internal Revenue Code; and WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii County Code (2016 Edition as amended) states, Grant awards in excess of $25,000 to organizations that do not qualify as nonprofit organizations shall specifically identify the purpose for which the funds shall be used in an ordinance or resolution and be subject to competition in compliance with chapter 103D of the Hawaii Revised Statutes.; and WHEREAS, on March 17, 2023 and March 20, 2023, public meetings were held to receive testimony regarding the community's needs for affordable housing; and WHEREAS, on May 1, 2023, the Office of Housing and Community Development (OHCD) issued a Request for Proposals ("RFP") to solicit qualified proposals to assist the County of Hawai'i with carrying out the affordable housing goals and priorities; and WHEREAS, the project proposals were reviewed in accordance with the Affordable Housing Production Program Administrative Rules §34 Grant Selection Process; and
