REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: October 17, 2023 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 10:50 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 526/Bill No. 92 <br />Your Committee on Finance, to which was referred Bill No. 92, reports as follows: <br />Bill No. 92, transmitted by Finance Director Deanna S. Sako via Communication No. 526 dated <br />September 29, 2023, amends Ordinance No. 23-51, as amended, relating to public improvements and <br />financing thereof for the fiscal year July 1, 2023 to June 30, 2024. <br />This bill adds the Public Works Islandwide Asphalt Concrete Paving Project ($3,000,000) to the <br />Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital <br />Projects Fund — Fund Balance and/or other Sources, and would be used to resurface County <br />maintained roads islandwide. <br />Committee Member Susan L. K. Lee Loy asked for more details on this funding. Finance Director <br />Deanna Sako provided a brief overview of where the funding would come from. Ms. Lee Loy then <br />asked for more details on how the Department of Public Works plan to meet those goals of more roads <br />paved. Public Works Deputy Director Malia Kekai provided some background on how the department <br />plans to execute this. <br />Committee Member Michelle Galimba asked if these funds could be used for materials. Ms. Sako <br />stated that they may be able to use this for materials, but this was designated for the islandwide <br />paving contracts. <br />Committee Member Holeka Goro Inaba asked for details on the budgeted amount for this project <br />and where those funds would be taken from. Ms. Sako explained where these funds would be <br />transferred from and that the current appropriation should be sufficient to cover all of this and <br />other projects listed in the budget. <br />FC Report No. 100 <br />
