COUNTY OF HAWAII STATE OF HAWAII <br /> y;-o <br /> RESOLUTION NO. 338 23 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> POHAHA I KA LANI. <br /> WHEREAS, Section 10-16 of the Hawai`i County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance <br /> Fund") "to preserve the land, promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16(h) of the Hawai`i County Charter provides that the <br /> Maintenance Fund may be used for a stewardship grant program for properties purchased via the <br /> Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 <br /> nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and <br /> WHEREAS, Pohaha I Ka Lani is a 501(c)3 nonprofit organization whose mission is to <br /> revitalize and advance indigenous Hawaiian culture; and <br /> WHEREAS, Pohaha I Ka Lani submitted a Maintenance Fund stewardship grant <br /> application to continue providing land stewardship and cultural education for the Waipi`o Valley <br /> Lookout, which is situated in the Hamakua District (TMK: (3) 4-8-004:006), and was acquired <br /> via the Public Access, Open Space, and Natural Resources Preservation Fund after adoption of <br /> Resolution No. 427-06; and <br /> WHEREAS, Communication No. 336.1, issued by the Director of Finance on September <br /> 19, 2023, submitted for the Council's consideration four applicants for stewardship grants for <br /> various properties that have been acquired by the County using the Public Access, Open Space, <br /> and Natural Resources Preservation Fund; and <br /> WHEREAS, the Director of Finance in Communication No. 336.1 recommends that <br /> Pohaha I Ka Lani will be able to complete its project in accordance with the project description <br /> submitted and in strict adherence to the conditions governing the Maintenance Fund; and <br /> WHEREAS, the Council finds that awarding a stewardship grant to Pohaha I Ka Lani <br /> will allow the nonprofit to continue improving the safety and access of the Waipi`o Valley <br /> Lookout, particularly for designated locations of the ethnobotanical gardens, by: a) reducing the <br /> hazard of bamboo growth, b)maintaining gardens and grass, c) repairing and maintaining <br /> fencing and gates as needed, and d) hosting volunteers and malama `aina events to cultivate and <br /> preserve the ethnobotanical gardens, along with educating participants of the environmental, <br /> cultural and social significance of said protected lands; and <br />
