Y OF <br />COUNTY <br />' <br />U TY OF HAWAIIT API <br />•1 �z r? .' yJ <br />qrE Os N►"� <br />RESOLUTION NO. 352 2 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KU`IKAHI <br />MEDIATION CENTER INC. FOR ITS EAST HAWAI`I LANDLORD TENANT <br />MEDIATION PROGRAM. <br />WHEREAS, Ku`ikahi Mediation Center Inc. is a 501(c)(3) nonprofit organization whose <br />mission is to empower individuals, organizations, and communities to manage conflict through <br />its mediation, facilitation, and education services; and <br />WHEREAS, Ku`ikahi Mediation Center Inc. and West I3awai`i Mediation Center <br />(WHMC) launched the Rapid Response Landlord Tenant Mediation Program in May 2020, <br />offering free sessions of landlord -tenant mediation to help resolve issues related to COVID-19 <br />disruptions and other challenges; and <br />WHEREAS, in September 2022, the County of Hawaii partnered with Ku`ikahi <br />Mediation Center Inc. and WHMC to provide free mediation services to help landlords and <br />tenants negotiate payment plans for back rent, plans for rent going forward, applying for rental <br />assistance together, move out options, repairs and damages, security deposits, and more; and <br />WHEREAS, to ensure continued services for East Hawaii, Ku`ikahi Mediation Center <br />Inc. has launched the East Hawaii Landlord Tenant Mediation Program, which provides free <br />mediations to residential landlords and tenants through June 2024; and <br />WHEREAS, the Ku`ikahi Mediation Center Inc. is requesting funds to assist with <br />contracting independent mediators, interpreter services, marketing, subscriptions for email and <br />online scheduling applications, phone expenses, website maintenance, and IT support for its East <br />Hawaii Landlord Tenant Mediation Program; and <br />WHEREAS, the Office of the Prosecuting Attorney supports identifying areas of need <br />within the community and working collaboratively with nonprofits to address these needs and <br />implement solutions; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 4 will be appropriated to the Office of the <br />Prosecuting Attorney to provide a grant to the Ku`ikahi. Mediation Center Inc. to assist with <br />expenses relating to its East Hawaii Landlord Tenant Mediation Program. <br />
