REPORT OF THE <br />COMMITTEE ON GOVERNMENTAL <br />OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: October 31, 2023 Re: Comm. No. 542/Res. No. 317-23 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 11:13 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Resolution No. 317-23, reports as follows: <br />Resolution 317-23, introduced by Council Chair Heather L. Kimball and Council Vice -Chair <br />Holeka G.
