Section -1 , Hawaii Revised Statutes, is <br />11 amended by amending subsection b ) to read as follows: <br />1 "(b) Nothing in this chapter shall prohibit a county from <br />13 enacting ordinances that regulate the sale of cigarettes, <br />14 tobacco products, and electronic smoking devices within the <br />15 county; Provided that the ordinances do not directly conflict <br />16 with and are more stringent than the provisions of this <br />17 chapter." <br />18 SECTIONThis Act does not affect rights and duties that <br />19 matured, penalties that were incurred, and proceedings that were <br />20 begun before its effective date. <br />1 SECTION 5. statutory material to be repealed is bracketed <br />22 and stricken.
