,•`?..:I OF'•t1 • COUNTY OF HAWAI I ,_^s::-,t;�.;_el: STATE OF HAWAI`I E pF�N► RESOLUTION NO. 359 23 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR REIMBURSEMENT OF EXPENSES RELATED TO THE 37TH ANNUAL BIG ISLAND PRO-AM SURFING TRIALS. WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of Hawai`i Island through the sponsorship of festivals, programs, and special events unique to this island; and WHEREAS, BIRCDC worked in partnership with the Big Island Pro-Am Surfing Trials Steering Committee to promote,produce, and coordinate the 37th Annual Big Island Pro-Am Surfing Trials that took place on September 2, 2023, at Honoli`i Beach Park; and WHEREAS, the annual Big Island Pro-Am Surfing Trials promotes surfing as an important international sport with Hawaiian cultural origins and also supports Hawai`i Island's youth who participate in this drug-free and alcohol-free competition; and WHEREAS, BIRCDC is requesting a reimbursement for the purchase of food, drinks, tents, leis, and supplies that were needed for the 37th Annual Big Island Pro-Am Surfing Trials; and WHEREAS, the Department of Liquor Control supports this event as it is in keeping with the goals and objectives of the department to promote safe, healthy, and drug- and alcohol- free community events; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant to the Big Island Resource Conservation and Development Council for reimbursement of expenses related to the 37th Annual Big Island Pro-Am Surfing Trials. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
