No. 573/Res. No. 341-23
Your Committee on Finance, to which was referred Resolution No. 341-23, reports as follows:
Resolution No. 341-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 573
dated October 26, 2023, creates one new Permit Systems Coordinator position and one new Facilities
Program Manager position for the Department of Public Works.
This resolution establishes two new positions to (1) maintain the EPIC (Electronic Processing and
Information Center) permitting system and (2) manage the Building Division's Design and Engineering,
General Services, and Repair and Maintenance sections.
Committee Member Jenn Kagiwada asked for an update on the hiring process and how the Department
of Human Resources are expediting these new positions. Public Works Director Steve Pause stated that
it is about three to four months out before they can advertise these positions and review candidates.
Public Works Deputy Director Malia Kekai provided more background.
Committee Member Michelle Galimba offered comments of support.
Committee Member Ashley L. Kierkiewicz asked Mr. Pause to provide details on the Asset
Management Program. She wondered if Mr. Pause had software in mind for this. Mr. Pause stated that
the department has a concept in mind and is developing a work order management and asset
management system for the Highway Division.
Committee Chair Matt Kaneali`i-Kleinfelder asked Mr. Pause who currently does Asset Management.
Mr. Pause explained that within the Traffic Division, Asset Management is done by a Program Manager
and within the Highway Division, the GIS (Geographic Information System) Manager handled that.
Within the Building Department, all assets are managed via paperwork via work orders; nothing is done
electronically. Mr. Pause continued to state why these positions are essential to their department.
Mr. Kaneali`i-Kleinfelder commented in support of this measure and thanked Mr. Pause for putting this
forward.
FC Report No. 110
