No. 576/Res. No. 344-23 <br />Your Committee on Finance, to which was referred Resolution No. 344-23, reports as follows: <br />Resolution No. 344-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 576 <br />dated October 26, 2023, authorizes the payment of funds of a later fiscal year and of more than one <br />fiscal year for a multi-year lease for one Greens Mower for the Department of Parks and Recreation. <br />This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate <br />monthly cost of $1,200, to be used at the Hilo Municipal Golf Course. <br />Committee Member Michelle Galimba asked if a representative from the department was present to <br />answer her question. Finance Director Deanna Sako told Ms. Galimba that she did not see anyone <br />present in chambers or via Zoom. Ms. Galimba stated that this looked like a very expensive mower, and <br />she looked at the model online. The price online was a fraction of what the department was asking for <br />and Ms. Galimba asked for an explanation of why this is so expensive. Ms. Sako stated that she would <br />look into it and that the departments tend to estimate high to cover any unexpected costs. Ms. Sako also <br />mentioned that this is for the golf course, precisely the greens and that they may need certain <br />specifications, features, and additions to meet their needs. <br />Committee Member Cindy Evans was curious to know if purchasing this machine would be better than <br />doing a lease agreement. Ms. Sako stated that she believed the lease agreement would cover repairs as <br />well, and in the past, it was challenging to get their machines repaired. Ms. Sako noted that she would <br />have someone from the department present to provide more details on what the monthly cost would <br />cover and why they would like to enter into this lease agreement instead of purchasing this machine. <br />FC Report No. 113 <br />
