REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: November 14, 2023 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 11:11 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 578/Res. No. 346-23 <br />Your Committee on Finance, to which was referred Resolution No. 346-23, reports as follows: <br />Resolution No. 346-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 578 <br />dated October 26, 2023, authorizes the payment of funds of a later fiscal year and of more than one <br />fiscal year for a multi-year lease for one 5 Gang Rotary Mower for the Department of Parks and <br />Recreation. <br />This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate <br />monthly cost of $1,900, to be used at the Hilo Municipal Golf Course. <br />Committee Member Cindy Evans asked whether this request was to add more mowers or replace <br />existing ones. Finance Director Deanna Sako stated that she believed this was a request to replace <br />mowers because these mowers were falling apart. She told Ms. Evans that the department would be able <br />to clarify when they are present for the next hearing. Ms. Evans commented that she would also like to <br />discuss the option to buy instead of leasing at the next hearing. <br />Committee Member Rebecca Villegas acknowledged the sentiments of her colleague, Committee <br />Member Heather Kimball, with regard to the Department of Parks and Recreation's transition from <br />using glyphosates and herbicides to maintaining the County's highways and public spaces. Ms. Villegas <br />applauded the Department of Parks and Recreation and the Department of Public Works for this <br />transition. <br />FC Report No. 115 <br />
