' ,TE OFN►'� RESOLUTION NO. 388 23 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI`I WILDFIRE MANAGEMENT ORGANIZATION TO ASSIST WITH EXPENSES RELATING TO ITS WILDFIRE HOME RISK ASSESSMENT PROGRAM. WHEREAS, recent wildfire events across the State and County have caused a significant increase in the need for fire mitigation measures, especially home assessments for wildfire risks; and WHEREAS, Hawai`i Wildfire Management Organization(HWMO), a 501(c)(3) nonprofit organization, is looking to increase capacity for its Wildfire Home Risk Assessment program; and WHEREAS, a Wildfire Home Risk Assessment is conducted by a trained assessor who evaluates a person's home and landscape for wildfire and ember-ignition vulnerability, makes specific recommendations based on the property's risk factors, and provides informational materials and resources to the homeowner; and WHEREAS, HWMO offers its Wildfire Home Risk Assessment service at no cost to homeowners who reside in and around nationally recognized Firewise USA® communities, of which there are over ten on Hawai`i Island; and WHEREAS, HWMO is requesting funding assistance for contracted assessors and training for additional assessors for its Wildfire Home Risk Assessment program; and WHEREAS, the Hawaii Fire Department supports this project as it is in keeping with the goals and objectives of the department to provide for the effective management of fire services, including fire prevention; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 9 will be appropriated to the Hawai`i Fire Department to provide a grant to Hawai`i Wildfire Management Organization to assist with expenses related to its Wildfire Home Risk Assessment program.
