`OJN`y`oF H,1'• <br /> COUNTY OF HAWAII 6):: A • STATE OF HAWAII <br /> ••e"E OF N,`. <br /> RESOLUTION NO. 392 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII <br /> ISLAND VETERANS MEMORIAL INC. FOR EXPENSES RELATED TO THE WALL <br /> THAT HEALS EXHIBIT. <br /> WHEREAS, Hawai`i Island Veterans Memorial Inc. (HIVM) is a 501(c)(3) nonprofit <br /> organization whose mission is to improve the lives of all veterans and their families living on <br /> Hawai`i Island; and <br /> WHEREAS, the Vietnam Veterans Memorial Fund (VVMF) is a nonprofit organization <br /> whose mission is to honor and preserve the legacy of service in America and educate all <br /> generations about the enduring impacts of the Vietnam War; and <br /> WHEREAS, HIVM is collaborating with VVMF, Department of Parks and Recreation, <br /> and a community-based committee to host The Wall That Heals exhibit on January 22-28, 2024, <br /> at Mo`oheau Park in Hilo; and <br /> WHEREAS, The Wall That Heals is a mobile, three-quarter-scale replica of the Vietnam <br /> Veterans Memorial located in Washington, D.C., that honors over three million Americans who <br /> served in the U.S. Armed Forces in the Vietnam War and that bears the names of over 58,000 <br /> Americans who made the ultimate sacrifice in Vietnam; and <br /> WHEREAS, the 53-foot trailer that carries The Wall That Heals, which also serves as the <br /> Education Center with exhibits built into its sides, will be escorted throughout Hilo before <br /> arriving at Mo`oheau Park where The Wall That Heals will be assembled the following day; and <br /> WHEREAS, HIVM is requesting funds to cover the expenses to shrink wrap the trailer <br /> for transport, electrical generators, and a site fee to VVMF to display The Wall That Heals; and <br /> WHEREAS, the Department of Parks and Recreation supports events that fall under its <br /> Culture and Education program that promote,perpetuate, and encourage activities and programs <br /> in culture, art, history, and humanities; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of Parks <br /> and Recreation to provide a grant to Hawai`i Island Veterans Memorial Inc. to assist with <br /> expenses related to The Wall That Heals exhibit. <br />
