No. 626/Bill No. 108 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 9:52 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Governmental Operations and External Affairs, to which was referred <br /> Bill No. 108, reports as follows: <br /> Bill No. 108, introduced by Council Member Susan L. K. Lee Loy via Communication No. 626, <br /> dated October 25, 2023, amends Chapter 2, Article 49, Section 2-271; Chapter 37, Article 1, <br /> Sections 37-1-2 and 37-1-3; and Chapter 37, Article 2, Section 37-2-21, of the Hawaii County <br /> Code 1983 (2016 Edition, as amended), relating to sustainability, climate, equity, and resilience. <br /> This bill adds definitions for "trauma" and "trauma informed", and incorporates the concept of <br /> applying a"trauma informed approach"to the application of and access to critical resources and <br /> support for the County's most vulnerable populations. <br /> Vice Chair Lee Loy invited Director of the Office of Wellness and Resilience Tia L. R. Hartsock <br /> to give a presentation regarding the office and the subject matter of the bill. After the <br /> presentation, Ms. Hartsock answered several questions from the Committee. <br /> Member Heather L. Kimball moved to amend the bill with the contents of Communication <br /> No. 626.3 and explained the provisions contained within the amendment. <br /> Chair Cindy Evans expressed her concern with the way the amendment was written. The <br /> amendment passed with Chair Evans in opposition, and all other members voting in favor. <br /> Several members spoke in favor of the bill. <br /> GOEAC Report No.97 <br />
